policy & Research conextThe increased role of non-state private actors in education provision has been noted in much of the Global South. The range in numbers and types of non-state private actors has also notably expanded, particularly in 'emerging' economies. India is an example of a case where both of these broader global trends have been noted, and where arguably, they have been supported by domestic policy. India’s New Economic Policy of 1991 heralded the beginning of a controversial ‘paradigm shift’ from social democratic institutions embedded in the independence struggle, to neo-liberal institutions favouring competition and reducing state involvement. While there is general agreement on the broader paradigm shift, there is little systematic analysis of the evolution of institutional policy frameworks in education and changing relationships between the state and private actors, and crucially, the wider implications of this for the way that access to education has been framed for disadvantaged groups over time.
research nodesProject activities are centred on three research nodes, conceptualised as integrative pillars across which to generate broader research insights.
Node 1: Institutional Evolution of Education and Role of NSPs To conduct a detailed analysis of the institutional evolution of basic education, with a focus on the evolution of the role of the state and non-state private actors and how access to education for disadvantaged groups has been framed and conceptualised over time Node 2: Implementation of India's Right to Education Act To critically examine the implementation of India’s Right to Education Act, 2009 (RTE) keeping the role of non-state private actors and issues of access for disadvantaged groups in mind Node 3: Influence of 'New/Non-traditional' NSPs To critically analyse the changing landscape for NSPs in India and globally, particularly the emergence of ‘new/non-traditional’ NSPs in education (e.g. corporate social responsibility units, think tanks, private foundations) and their influence more to come...
